短視頻平臺(tái)試點(diǎn)“青少年模式”：每天40分鐘 不能打賞

On a daily basis, when users open these short-video apps for the first time, they will be greeted by a pop-up message asking if they’d like to activate “teen mode,” which sets restrictions on content, features, and view time.

用戶(hù)每日首次打開(kāi)這些短視頻應(yīng)用時(shí)，會(huì)收到彈窗信息，詢(xún)問(wèn)是否要進(jìn)入青少年模式，在該模式下，用戶(hù)看到的視頻內(nèi)容、服務(wù)功能以及觀看時(shí)長(zhǎng)都會(huì)受到限制。

系統(tǒng)還將試點(diǎn)通過(guò)地理位置判定(location data)、用戶(hù)行為分析(behavioral analysis)等技術(shù)手段篩選甄別農(nóng)村地區(qū)留守兒童(left-behind children)用戶(hù)，并自動(dòng)切換到“青少年模式”(turn on teen mode automatically)。

目前，快手、火山小視頻、抖音等平臺(tái)已經(jīng)上線了“青少年防沉迷系統(tǒng)(anti-addiction system)”，用戶(hù)進(jìn)入“青少年模式”后，將會(huì)有如下限制：

無(wú)法進(jìn)行打賞(tipping)、充值(top up)、提現(xiàn)(cash out)、直播(livestreaming)等行為;

每日累計(jì)使用時(shí)長(zhǎng)不能超過(guò)40分鐘(no more than 40 minutes of view time each day)，晚上10點(diǎn)至早上6點(diǎn)禁止使用，只有監(jiān)護(hù)人輸入密碼才能開(kāi)啟。

此外，在內(nèi)容設(shè)定上，上述短視頻平臺(tái)針對(duì)青少年用戶(hù)展現(xiàn)的多為教育益智、科普、休閑等寓教于樂(lè)的內(nèi)容。

國(guó)家網(wǎng)信辦表示，將在總結(jié)試點(diǎn)經(jīng)驗(yàn)、完善管理制度的基礎(chǔ)上，于今年6月在全國(guó)主要網(wǎng)絡(luò)短視頻平臺(tái)全面推廣上線“青少年防沉迷系統(tǒng)”(expand the anti-addiction system to major video-streaming sites in China)，并形成統(tǒng)一的行業(yè)規(guī)范。

網(wǎng)絡(luò)游戲青少年防沉迷系統(tǒng)去年推出

2018年8月底，教育部等八部委聯(lián)合發(fā)布《綜合防控兒童青少年近視實(shí)施方案》。其中國(guó)家新聞出版署提出要實(shí)施網(wǎng)絡(luò)游戲總量調(diào)控(curb the number of new online games available to children)，采取措施限制未成年人使用時(shí)間(take new measures to limit their time on games)。

2018年9月，騰訊宣布，對(duì)《王者榮耀》啟動(dòng)最嚴(yán)格的實(shí)名策略(real-name registration)，接入公安權(quán)威數(shù)據(jù)平臺(tái)進(jìn)行校驗(yàn)，并將未成年人賬號(hào)納入防沉迷系統(tǒng)(anti-addiction system)中。
