《澳門(mén)月刊》記者：今天上午，中國(guó)北斗三號(hào)全球衛(wèi)星導(dǎo)航系統(tǒng)正式開(kāi)通，有媒體認(rèn)為這是北京增強(qiáng)對(duì)海外高科技影響力行動(dòng)的一部分，你對(duì)此怎么看？

Macau Monthly: China’s BeiDou-3 Satellite Navigation System was officially inaugurated this morning. Some media see this as part of Beijing’s effort to increase hi-tech influence overseas. I wonder if you have any comment on this?

 

汪文斌：今天是一個(gè)讓中國(guó)人民深感驕傲和振奮的日子。習(xí)近平主席今天上午出席了北斗三號(hào)全球衛(wèi)星導(dǎo)航系統(tǒng)的建成暨開(kāi)通儀式，宣布這一中方自主建設(shè)、獨(dú)立運(yùn)行的全球衛(wèi)星導(dǎo)航系統(tǒng)正式開(kāi)通，掀開(kāi)了北斗系統(tǒng)高質(zhì)量服務(wù)全球、造福人類(lèi)的新篇章。

Wang Wenbin: Today is a day of pride and invigoration for the Chinese people. This morning, President Xi Jinping attended the ceremony marking the completion and launching of the BeiDou-3 Satellite Navigation System (BDS-3), and announced the commissioning of this system that’s independently built and operated by China. This opens a new chapter where the system’s quality service will benefit people all across the world.

 

我們常說(shuō)，北斗不僅是中國(guó)的北斗，也是世界的北斗，不僅服務(wù)中國(guó)，更服務(wù)世界。北斗系統(tǒng)建成后，將為全球用戶(hù)提供基本導(dǎo)航、全球短報(bào)文通信、國(guó)際搜救等服務(wù)。目前，北斗系統(tǒng)服務(wù)已經(jīng)覆蓋200多個(gè)國(guó)家和地區(qū)，用戶(hù)突破一億，日服務(wù)達(dá)兩億次，全世界一半以上的國(guó)家都已開(kāi)始使用北斗系統(tǒng)。

As we often say, the BeiDou-3 Satellite Navigation System is not only of China but also for the world; it serves China as well as the whole world. After its completion, it will provide services including basic navigation, global short message communications, worldwide search and rescue, etc. This system now covers over 200 countries and regions, serves more than 100 million users and provides 200 million services daily. Over half of all countries in the world are using this system now.

 

聯(lián)合國(guó)外空司近日發(fā)來(lái)祝賀視頻，肯定北斗系統(tǒng)對(duì)于推動(dòng)全球經(jīng)濟(jì)社會(huì)發(fā)展的積極作用，贊賞北斗系統(tǒng)在和平利用外太空、參與聯(lián)合國(guó)空間活動(dòng)國(guó)際合作方面作出的巨大貢獻(xiàn)。

The UN Office for Outer Space Affairs sent a congratulatory video clip the other day to commend BDS-3’s positive role in global economic and social development and its great contribution to the peaceful use of outer space and the international cooperation on UN space activities.

 

上周我在這里也說(shuō)過(guò)，中國(guó)的航天事業(yè)是人類(lèi)和平探索和利用外空努力的重要組成部分，完全用于和平目的。宇宙廣袤無(wú)邊，完全容得下各國(guó)共同探索與合作。中方愿同各國(guó)在相互尊重、開(kāi)放包容、平等互利的基礎(chǔ)上，繼續(xù)加強(qiáng)航天領(lǐng)域的交流合作，共享航天發(fā)展成果，為促進(jìn)人類(lèi)文明和社會(huì)進(jìn)步、推動(dòng)構(gòu)建人類(lèi)命運(yùn)共同體作出積極貢獻(xiàn)。

I said here last week that China’s space endeavor makes an important part of mankind’s peaceful exploration and use of outer space and is entirely designated for peaceful purposes. The universe is vast enough for all countries to conduct joint exploration and cooperation. On the basis of mutual respect, openness and inclusiveness, equality and mutual benefit, China stands ready to enhance aerospace exchange and cooperation and share the outcomes with other countries, and contribute to the progress of human civilization and society as well as the building of a community with a shared future for mankind.

 

路透社記者：據(jù)路透社報(bào)道，美國(guó)安全部門(mén)消息人士透露，兩名中國(guó)黑客于本月早些時(shí)候在美國(guó)被起訴，2人涉嫌對(duì)在新冠疫苗研發(fā)方面具有領(lǐng)先地位的莫德納公司（Moderna）進(jìn)行網(wǎng)絡(luò)攻擊。你對(duì)此有何評(píng)論？

Reuters: According to a Reuters report, sources from the US security services say a company targeted by two Chinese hackers indicted in the US earlier this month is Moderna, a leading coronavirus vaccine developer. How do you comment on this?

 

汪文斌：近段時(shí)間來(lái)，美方一些政府部門(mén)所謂消息人士動(dòng)不動(dòng)就指稱(chēng)中國(guó)發(fā)動(dòng)網(wǎng)絡(luò)攻擊竊取美國(guó)疫苗研發(fā)的技術(shù)及數(shù)據(jù)，但是他們始終拿不出任何證據(jù)。這樣的指控純屬造謠污蔑。這些所謂消息人士也僅以匿名形式出現(xiàn)。對(duì)于這些造謠污蔑的伎倆和圖謀，國(guó)際社會(huì)看得十分清楚。

Wang Wenbin: Recently so-called sources from the US government have been accusing China of hacking to steal technology and data of US vaccine research, but there has been no evidence whatsoever. Such allegations are pure slander. The sources are all cited anonymously. The international community can see through such vilifying ploys.

 

我們也多次說(shuō)過(guò)，在新冠肺炎疫苗自主研發(fā)方面，中國(guó)處于世界領(lǐng)先地位，根本不存在、也不需要靠偷竊來(lái)取得領(lǐng)先地位。倒是我們更擔(dān)心個(gè)別竊密成性的國(guó)家利用黑客來(lái)竊取中方的技術(shù)。

As we’ve repeatedly said, China is leading the world in COVID-19 vaccine research and development. We don’t need to get ahead by theft and we have never done that. On the contrary, we are worried about a certain thieving country stealing our technology by hacking.

 

我們敦促美方一些政府部門(mén)和個(gè)人停止污蔑造謠的做法，也呼吁有關(guān)媒體不要為這種不具名、無(wú)證據(jù)的假消息提供傳播的平臺(tái)和渠道。

We urge certain US government departments and individuals to stop smearing China with rumors. We also call on relevant media to deny such anonymous groundless disinformation platforms and channels for dissemination.

 

《紐約時(shí)報(bào)》記者：明天香港國(guó)安法就實(shí)施一個(gè)月了，該法在國(guó)外招致許多批評(píng)聲音，一些國(guó)家出臺(tái)制裁措施。鑒于外方的強(qiáng)烈反應(yīng)，中方是否會(huì)重新評(píng)估香港國(guó)安法的實(shí)施？

The New York Times: Tomorrow is the one month anniversary of the new national security law in Hong Kong, which has prompted a lot of criticism from overseas. Is China reassessing the implementation of the national security law?

 

汪文斌：首先，我要糾正你一個(gè)不準(zhǔn)確的說(shuō)法，你說(shuō)有很多國(guó)家批評(píng)香港國(guó)安法，這不是事實(shí)。我可以告訴你一個(gè)事實(shí)，在前不久召開(kāi)的聯(lián)合國(guó)人權(quán)理事會(huì)第44屆會(huì)議上，有54個(gè)國(guó)家做共同發(fā)言，支持中方制定香港國(guó)安法。

Wang Wenbin: First of all, I need to correct you on one point. You said that many countries have criticized China on the national security law. That is not true. As a matter of fact, at the recent 44th session of the UNHRC, 54 countries spoke in support of China’s formulation of the Law on Safeguarding National Security in Hong Kong in a joint statement.

 

至于中方在香港國(guó)安法問(wèn)題上的立場(chǎng)，我可以告訴你：香港是中國(guó)的特別行政區(qū)，香港事務(wù)純屬中國(guó)內(nèi)政，任何外國(guó)或者組織無(wú)權(quán)干涉。少數(shù)國(guó)家通過(guò)了一些對(duì)中方的所謂制裁措施，這違反了不干涉別國(guó)內(nèi)政這一國(guó)際關(guān)系基本準(zhǔn)則，中方對(duì)此堅(jiān)決反對(duì)并已采取了反制措施。

As for our position on the Law, Hong Kong is China’s Special Administrative Region, and Hong Kong affairs are purely China’s internal affairs that allow no interference from foreign countries or organizations. A small number of countries have imposed sanctions on China in violation of non-interference in other countries’ internal affairs, a basic principle governing international relations, to which China is firmly opposed and has taken countermeasures.

 

我要強(qiáng)調(diào)的是，中方不懼怕任何外部勢(shì)力的恐嚇，我們維護(hù)國(guó)家主權(quán)安全發(fā)展利益、貫徹“一國(guó)兩制”方針、反對(duì)任何外部勢(shì)力干涉香港事務(wù)的決心堅(jiān)定不移、不可撼動(dòng)。

I must stress that China will not be daunted by intimidation from any external forces. Our resolve to safeguard national sovereignty, security and development interests, to implement “one country, two systems”, and to oppose any foreign interference in Hong Kong affairs is steadfast and unshakable.

 

法新社記者：前港督彭定康昨天稱(chēng)，中國(guó)中央政府利用香港國(guó)安法進(jìn)行“政治清洗”。中方對(duì)此有何回應(yīng)？

AFP: Do you have any response to the former Hong Kong governor Chris Patten’s comment yesterday that the national security law has been used by Beijing to carry out an outrageous political purge?

 

汪文斌：彭定康有關(guān)言論毫無(wú)根據(jù)。

Wang Wenbin: The comment by Chris Patten has no factual basis.

 

我要重申的是，香港國(guó)安法針對(duì)的是極少數(shù)危害國(guó)家安全的違法犯罪行為和活動(dòng)，保護(hù)的是絕大多數(shù)，不僅不會(huì)影響廣大香港居民依法享有的各項(xiàng)權(quán)利和自由，反而會(huì)使香港廣大居民的合法權(quán)利和自由在安全環(huán)境下得到更好行使。法律實(shí)施后，香港的法律體系將更加完備，社會(huì)秩序?qū)⒏臃€(wěn)定，香港的長(zhǎng)治久安、港人的根本福祉將得到有效的保障。

I would like to reiterate that the Law on Safeguarding National Security in Hong Kong targets only a very narrow category of criminal offences and protects the overwhelming majority. It will not affect the lawful rights and freedoms of Hong Kong residents and will better ensure their exercise in a safe environment. Implementation of the Law means a step forward towards a sound legal framework, greater social stability, and an effective guarantee for lasting peace and security in Hong Kong and the fundamental welfare of Hong Kong residents.

 

俄新社記者：昨天，歐盟發(fā)表聲明稱(chēng)，將對(duì)涉嫌從事網(wǎng)絡(luò)攻擊的兩名中國(guó)公民和一家中國(guó)實(shí)體實(shí)施制裁。中方對(duì)此有何評(píng)論？

RIA Novosti: Yesterday the European Union sanctioned two Chinese nationals and one company over suspected cyber attack. I wonder if you have any comment on that?

 

汪文斌：中國(guó)是網(wǎng)絡(luò)安全的堅(jiān)定維護(hù)者，也是黑客攻擊的受害國(guó)之一，始終依法打擊在中國(guó)境內(nèi)或利用中國(guó)網(wǎng)絡(luò)基礎(chǔ)設(shè)施發(fā)起的網(wǎng)絡(luò)攻擊。我們的立場(chǎng)是一貫、明確的。
