問(wèn):據(jù)報(bào)道,美國(guó)消息人士11日稱(chēng),美正考慮將部分對(duì)朝制裁暫停1218個(gè)月,包括放松朝煤炭和紡織品出口,以換取朝拆除主要核設(shè)施并全面凍結(jié)核項(xiàng)目。此后美國(guó)國(guó)務(wù)院對(duì)此作了澄清。請(qǐng)問(wèn)中方有何評(píng)論?

Q: It was reported on July 11 that according to a source in the US, the country is considering offering a 12- to 18-month suspension of certain sanctions on the DPRK in exchange for the dismantlement of its main nuclear facility and a freeze of the entire nuclear program. The potential offer would see the suspension of sanctions restricting the DPRK’s exports of coal and textiles. But the US Department of State made clarifications on this issue afterwards. I wonder if you have any comment on that?

 

答:我們看到了有關(guān)報(bào)道。中方一貫主張,安理會(huì)應(yīng)當(dāng)根據(jù)決議的規(guī)定并結(jié)合半島局勢(shì)的積極進(jìn)展,特別是朝鮮在無(wú)核化方面采取的步驟,適時(shí)啟動(dòng)決議可逆條款的討論。

A: We note the relevant reports. It has been China’s consistent position that the Security Council should, pursuant to provisions of relevant resolutions and taking into account positive progress on the Peninsula, especially the DPRK’s steps toward denuclearization, begin discussing invoking relevant provisions to modify sanctions at appropriate time.

 

習(xí)近平主席在大阪同特朗普總統(tǒng)會(huì)晤時(shí),向特朗普總統(tǒng)介紹了中方在半島問(wèn)題上的原則立場(chǎng),推動(dòng)美方顯示靈活,與朝方相向而行,包括適時(shí)緩解對(duì)朝鮮的制裁,通過(guò)對(duì)話(huà)找到解決彼此關(guān)切的辦法。

President Xi elaborated on China’s principled position on the Peninsula issue during his meeting with President Trump in Osaka. He encouraged the US to be flexible, meet the DPRK halfway by lifting some sanctions in due course and doing other things, and find ways to resolve each other’s concerns through dialogue.

 

當(dāng)前形勢(shì)下,我們呼吁有關(guān)各方秉持建設(shè)性態(tài)度看待這一問(wèn)題,保持接觸,加強(qiáng)對(duì)話(huà),顯示靈活,平衡照顧各方的合理關(guān)切,共同推動(dòng)半島問(wèn)題的政治解決進(jìn)程,為早日實(shí)現(xiàn)半島無(wú)核化和地區(qū)的長(zhǎng)治久安作出積極努力。

Under the current circumstances, we call on all relevant parties to view this issue in a constructive manner, stay in contact, engage in more dialogue, show flexibility, accommodate all parties’ legitimate concerns in a balanced way and work for early realization of denuclearization on the Peninsula and lasting peace and stability of the region.

 

問(wèn):特朗普總統(tǒng)稱(chēng)中國(guó)沒(méi)有兌現(xiàn)購(gòu)買(mǎi)農(nóng)產(chǎn)品的承諾,這讓美方失望,希望中方盡快開(kāi)始采購(gòu)。同時(shí),美國(guó)財(cái)政部否認(rèn)曾呼吁美國(guó)企業(yè)就同華為交易盡快申請(qǐng)豁免。中方對(duì)此有何回應(yīng)?

Q: President Donald Trump is accusing China of letting the US down by not promptly buying more US farm products and said that “hopefully, they will start soon.” The US Treasury Department denied that it had called on American companies to apply for exemptions relating to their business with Huawei as early as possible. What’s your response?

 

答:關(guān)于農(nóng)產(chǎn)品貿(mào)易問(wèn)題,在昨天商務(wù)部例行記者會(huì)上,商務(wù)部新聞發(fā)言人已經(jīng)就此作出了回應(yīng)。我可以再重申一下,我們認(rèn)為中美雙方應(yīng)當(dāng)在平等和相互尊重的基礎(chǔ)上討論和解決農(nóng)產(chǎn)品貿(mào)易問(wèn)題。

A: On trade in agricultural products, the spokesperson of the Commerce Ministry made responses at a press conference yesterday. I would like to reiterate that we believe China and the US should discuss and resolve the issue of trade in agricultural products on the basis of equality and mutual respect.

 

關(guān)于第二個(gè)問(wèn)題,中方的立場(chǎng)也非常清楚。美方以莫須有的罪名打壓包括華為在內(nèi)的中國(guó)企業(yè),不僅損害了中國(guó)企業(yè)的合法權(quán)益,也損害了美國(guó)企業(yè)的利益,嚴(yán)重干擾了兩國(guó)乃至全球正常的科技交流和貿(mào)易往來(lái),對(duì)全球的產(chǎn)業(yè)鏈、供應(yīng)鏈都造成了破壞。

Regarding your second question, China’s position is very clear, too. The US has been making trumped-up accusations to bring down Huawei and other Chinese businesses. Such acts have undermined the legitimate rights and interests of Chinese companies as well as the interests of American enterprises. It has severely disrupted the normal scientific and technological exchange and trade between the two countries and worldwide. It has also broken the global industrial chain and supply chain.

 

大家都注意到,在中美元首大阪會(huì)晤期間,特朗普總統(tǒng)曾表示,將允許美國(guó)公司繼續(xù)向華為供貨。我們歡迎這一表態(tài),當(dāng)然我們也希望美方說(shuō)到做到。

As you may noticed, President Trump said in his meeting with President Xi in Osaka that he would allow American companies to supply Huawei. We welcome what he said and hope the US side will honor its words.

 

問(wèn):你日前在記者會(huì)上提到,中方在新疆設(shè)立的是職業(yè)技能教育培訓(xùn)中心,是一種預(yù)防性的反恐和去極端化的措施。最近,我們看到有外媒報(bào)道,在西藏好像也有類(lèi)似的機(jī)構(gòu),請(qǐng)你說(shuō)明一下。

Q: You said the other day that the vocational education and training centers in Xinjiang are set up as a preventive measure for counterterrorism and deradicalization purposes. But some foreign media reports say there may be similar institutions in Tibet. Can you tell us anything about it?

 

答:你提到的所謂外媒報(bào)道純屬無(wú)稽之談!

A: Those foreign media reports are just nonsense.

 

問(wèn):美國(guó)媒體POLITICO昨天援引政府消息人士稱(chēng),美國(guó)家安全委員會(huì)的一些官員正推動(dòng)對(duì)購(gòu)買(mǎi)伊朗石油的中國(guó)實(shí)體予以次級(jí)制裁。請(qǐng)問(wèn)外交部對(duì)此有何評(píng)論?

Q: American newspaper POLITICO quoted its sources in the American government, claiming that some US officials on the National Security Council are now pushing for the US to impose secondary sanctions on Chinese entities for oil purchases from Iran. Does the Foreign Ministry have any comment on that?

 

答:我們多次強(qiáng)調(diào),包括中國(guó)在內(nèi)的國(guó)際社會(huì)同伊朗在國(guó)際法框架內(nèi)開(kāi)展正常貿(mào)易往來(lái),合理、合法,理應(yīng)得到尊重和保護(hù)。同時(shí),中方也反對(duì)單邊制裁和所謂“長(zhǎng)臂管轄”,我們會(huì)堅(jiān)決捍衛(wèi)自身的正當(dāng)合法權(quán)益。

A: We stressed many times that the normal trade under international law between Iran and the rest of the international community, China included, is legal and legitimate, thus should be respected and protected. China opposes unilateral sanctions and the so-called “l(fā)ong-arm jurisdiction”. We will firmly defend our legal and legitimate rights and interests.

Q: Canadian Foreign Minister Freeland said during an interview that Canada followed the rule of law and arrested Meng Wanzhou according to its extradition treaty with the US. There was no political intervention in this. She personally feels heartbreaking for the current difficulties in China-Canada relations, but she is 100 percent sure that Canada has made the right choice. She also believes “it is wrong” that former Prime Minister Jean Chretien suggested to terminate the extradition process of the Meng Wanzhou case. Do you have any comment on that?

 

答:中方對(duì)加官員近來(lái)屢次就孟晚舟事件和中加關(guān)系發(fā)表錯(cuò)誤言論表示強(qiáng)烈不滿(mǎn)。中方在孟晚舟事件上的立場(chǎng)是明確的、堅(jiān)定的。美加兩國(guó)濫用其雙邊引渡條約,對(duì)中國(guó)公民任意采取強(qiáng)制措施,是對(duì)中國(guó)公民合法權(quán)益的嚴(yán)重侵犯,這也是一起嚴(yán)重的政治事件。

A: China deplores the erroneous remarks recently made by Canadian officials on the Meng Wanzhou case and China-Canada relations. Our position on the Meng case is clear and firm. The US and Canada have abused their bilateral extradition treaty and arbitrarily taken compulsory measures on a Chinese citizen. It is a serious violation of the legitimate rights and interests of a Chinese citizen. It is also a serious political incident.

 

一段時(shí)間以來(lái),加國(guó)內(nèi)不少有識(shí)之士就此發(fā)表了客觀公正的言論,但加方置若罔聞,執(zhí)意堅(jiān)持錯(cuò)誤立場(chǎng)。我們強(qiáng)烈敦促加方認(rèn)真對(duì)待中方嚴(yán)正立場(chǎng),糾正錯(cuò)誤,立即釋放孟晚舟女士,確保她平安回到中國(guó)。

Many people with vision in Canada have made fair and objective comments. But the Canadian side still turns a deaf ear to them and insists on taking a wrong stance. We strongly urge Canada to take our solemn concerns seriously, immediately release Ms. Meng and ensure that she returns to China safe and sound.

Q: On July 10, during a press conference in Freitas Family Farm in California, US Vice President Pence said that America is a “beacon of freedom” for all the world. The US administration has spoken out on religious liberty around the world. There will be another ministerial conference in Washington, D.C. next week to address those issues in China and all over the world. Do you have any comment?

 

答:美國(guó)號(hào)稱(chēng)自己是全世界“自由的燈塔”,但這燈塔似乎不怎么亮了;美國(guó)號(hào)稱(chēng)要解決中國(guó)和全世界的問(wèn)題,但這似乎有點(diǎn)大言不慚。美國(guó)沒(méi)有這個(gè)責(zé)任,也沒(méi)有這個(gè)授權(quán),沒(méi)有這個(gè)能力,也沒(méi)有這個(gè)水平。美國(guó)還是先把自己的事情解決好再說(shuō)。

A: The US calls itself a “beacon of freedom in the world”, but this beacon doesn’t seem very bright. It wants to address issues in China and all over the world. What a bragger. It has no responsibility, no mandate and no capability to do so. Why can’t it just put its own house in order first?

 

至于美方將于下周舉辦的所謂“促進(jìn)宗教自由”部長(zhǎng)級(jí)會(huì)議,我想指出,中方一貫反對(duì)美方利用宗教問(wèn)題干涉別國(guó)內(nèi)政。我們要求美方尊重事實(shí)、摒棄偏見(jiàn),客觀公正看待中國(guó)和其他國(guó)家的宗教政策和宗教信仰自由狀況,多做有利于促進(jìn)中美關(guān)系發(fā)展的事情,多做有利于促進(jìn)世界各國(guó)友好的事情。

As for next week’s ministerial conference to advance so-called “religious freedom”, China’s position is consistent. We oppose the US interference in other countries’ internal affairs under the pretext of religion. We urge the US to respect the facts, abandon biases ion and adopt an objective and fair attitude toward the religious policies and freedom of religious belief in China and other countries. In fact, it really needs to do more to advance China-US relations and friendship among countries.

 

問(wèn):臺(tái)灣“總統(tǒng)”蔡英文即將開(kāi)始為期兩天的過(guò)境美國(guó)之行,在近期美對(duì)臺(tái)軍售背景下,外交部如何看待蔡此次行程?

Q: Taiwanese “president” Tsai Ing-wen is on a two-day visit to the US. What does the foreign ministry think about the visit given the recent arms sale from the US to Taiwan?

 

答:恐怕還得先糾正你一下:我們稱(chēng)她為臺(tái)灣地區(qū)領(lǐng)導(dǎo)人,不承認(rèn)所謂“總統(tǒng)”稱(chēng)謂。

A: I’m afraid I need to correct you on this: we call her the leader of the Taiwan region, and there is no so-called “president” in that region.

 

關(guān)于臺(tái)灣地區(qū)領(lǐng)導(dǎo)人“過(guò)境”美國(guó)的問(wèn)題,我們已經(jīng)表明過(guò)嚴(yán)正立場(chǎng)。我這里愿再次強(qiáng)調(diào),中方堅(jiān)決反對(duì)美臺(tái)官方往來(lái),這一立場(chǎng)堅(jiān)定明確,我們已經(jīng)就此向美方提出了嚴(yán)正交涉。

Regarding the “transit” of the leader of the Taiwan region in the US, we have made clear our solemn position. Here I’d like to emphasize this again. China opposes official exchange between the US and Taiwan. This position is firm and clear. We have made stern representations to the US side.

 

我們敦促美方恪守一個(gè)中國(guó)原則和中美三個(gè)聯(lián)合公報(bào)規(guī)定,不允許蔡英文“過(guò)境”,停止美臺(tái)官方往來(lái),也不要為“臺(tái)獨(dú)”分裂勢(shì)力宣揚(yáng)“臺(tái)獨(dú)”主張?zhí)峁┤魏纹脚_(tái),慎重妥善處理涉臺(tái)問(wèn)題,以免嚴(yán)重?fù)p害中美關(guān)系和臺(tái)海的和平穩(wěn)定。

We urge the US to abide by the one-China principle and the three China-US Joint Communiques, not allow Tsai Ing-wen’s transit and stop the official exchange with Taiwan.
